Mission Statement

Crime Prevention through Athletics, Recreation and Education. Programs address various challenges including gang involvement, conflict resolution, childhood obesity, goal setting, stranger-danger, and more.

Founded in 1960, the Police Athletic League of St. Petersburg’s primary purpose is to address the needs of youth considered disadvantaged and/or at-risk and their potential negative involvement with law enforcement. PAL’s goal is to provide youth with opportunities to become involved in alternative activities to crime, by making available a wide array of program choices designed to improve self-esteem, while learning valuable team-building skills in a structured, non-threatening environment.

Board Members

Colby Masterson
Board Member
Colby is an owner and partner of Frey, Masterson & Associates, LLC, a financial services firm focusing on financial planning for individuals, non-profits and small businesses. Colby graduated Magna Cum Laude with a degree in Sociology from Florida State University. He then graduated from the Florida State University College of Law, with a concentration in estate planning and tax. Colby worked as an Associate with Gay & Gordon PA focusing on focused on estate/tax planning. Colby then transitioned to a role as an Institutional Sales Trader with JonesTrading in Orlando, where he worked with large institutional investment firms (hedge funds, mutual funds, RIAs) to source liquidity of large blocks of stock. A desire to return home and refocus his practice on planning around families and individuals brought him back to his hometown of St. Petersburg, where he worked as an Investment Consultant for Northern Trust. During that time, he provided consultative investment advice, goal planning techniques and exceptional service to high net worth families, retired executives, small business owners and local charitable organizations. He is an active participant in non-profit community organizations, serving on the Board of the Give Hope Foundation ( for the past five years and as Treasurer for three of those years. He is also the Current Chair of the Police Athletic League (PAL) of St. Petersburg ( and has volunteered his time with the American Heart Association. When he’s not working, Colby enjoys spending time with his family, running, reading, watching Florida State football, grilling out and traveling to new places.
W.G. Spoor
W.G. Spoor joined the Spoor + Associates, P.A. team in 1997. He became a principal in 2007, and is responsible for the firm's domestic and international individual and entity tax practices. W.G. specializes in helping clients with tax compliance and consulting issues. He has worked closely with a variety of business entity types, and has assisted business owners with related tax matters. He also has extensive experience with business acquisitions, succession planning, retirement planning, and representation before the Internal Revenue Service and the Florida Department of Revenue. W.G. has earned a Masters in Accountancy from the University of South Florida, as well as a Bachelor of Science in Accounting from Florida State University. He is a Certified Public Accountant, Personal Financial Specialist, Chartered Global Management Accountant, Registered Investment Advisor, and QuickBooks ProAdvisor. W.G. is a member of the American Institute of Certified Public Accountants (AICPA) and the Florida Institute of Certified Public Accountants (FICPA). W.G. is currently serving on the FICPA Board of Governors He has also served on the FICPA Finance and Advisory Committee, the FICPA Accounting Careers Committee, AICPA Uniform Accountancy Act Committee, the FICPA Nominations Committee, the FICPA International Tax Committee and the FICPA Young CPA Committee. Active in his local community, W.G. serves as the Vice Chair of Police Athletic League of St. Petersburg, Trustee at First United Methodist Church St. Petersburg, and member of Suncoasters of St. Petersburg. W.G. is married with a son and a daughter, and currently resides in St. Petersburg. Outside of the office, he enjoys spending time with his family, coaching his son's baseball team, cycling, tennis, fishing and FSU Football.
John Ullrich
Vice Chairman
Commercial Insurance Advisor

John Ullrich was born and raised in St. Petersburg, FL. He attended high school at Northside Christian and received both a bachelor's and master's degree in accounting at Florida State University. Upon graduation, John became a licensed CPA and practiced public accounting for Gregory, Sharer and Stuart as well as McClanathan, Burg & Arndt. His areas of focus included audits of Nonprofits, manufacturing, construction, trust services and real estate development. John also prepared tax returns for high net worth individuals and practiced forensic accounting and litigation support in both the commercial litigation and family law arenas. John left the practice of public accounting to put his financial knowledge to work as a shareholder at Wallace Welch and Willingham where he specializes in property and liability insurance and risk management for nonprofit organizations. As a lifelong resident of St. Petersburg, John has a passion for his community and believes in giving back to the community that has given so much to him. He is currently Past President of the Northeast Exchange Club of St. Petersburg and Vice President of the Suncoasters. John serves on the board of the St. Petersburg Police Athletic League and the advisory council of Tampa BayWatch. He is an alumni of Leadership St. Pete (class of 2006) and the Leadership St. Pete Alumni Association

Audrey McGuckin
Board Member
Audrey currently works for Jabil, here in St Petersburg and serves as Vice President of Talent Management. Her work involves building leadership and talent capabilities that supports Jabil working with existing and new customers. She graduated from Calendonia University with a Business Degree and Masters in Human Resource Management. Audrey is native to Scotland and relocated to St Petersburg 15 years ago. She has also lived and work in Singapore and returned to St Petersburg in 2015 after 3 years. When Audrey is not working she enjoys spending time travelling and exploring with her husband and two daughters.
Jerry Babcock
Board Member
Attended and graduated from La Salle High School in Olla La. Attended Northeast Louisiana State University on a track scholarship. My college was cut short due to the Vietnam War and the draft. After being drafted into the Army, I elected to join the US Air Force. Served in the USAF from 1966 thru 1970 as a Military Police Officer as well as being on the USA Military Track Team. After discharge from the Air Force I was hired as a Police Officer for the City of Saint Petersburg. I served 30 years with the Saint Petersburg Police Department. During that time I specialized in the investigations of Child Abuse, ,Child Pornography & Sexual Exploitation of Children, severed as a US Federal Marshall as an investigator of National and International cases of Child Prostitution and Child Pornography. Also during this time I was appointed as the Director of the Saint Petersburg PAL in 1988 and served in that capacity until retirement in 2001. After retirement from the Saint Petersburg Police Department I was hired by the Pinellas County Sheriff's Office to develop PAL programs in the unincorporated areas of Pinellas County. During this period from 2001 thru 2012 I developed 6 PAL locations with an operating budget that grew to over $600,000.00 annually, as many as 18 employees that increased to 24 during summer camp. I retired from the Pinellas County Sheriff's Office in November of 2012. I currently serve on the Board of Director's for the National Association of Police Athletic Leagues, in that capacity I serve as the Athletic Director for National PAL Sports Events, currently on the Board of Directors for United States Baseball Association ( Olympic Developmental Team ), Pinellas County PAL as well as Saint Petersburg PAL. In addition to the above I have worked with the Federal Government, State Department in developing PAL programs in two cities located in Panama. My career has span more than four decades with a focus on children rights, issues and well being. Jerry Babcock

Brent L. Prudhomme
Brent enjoys giving back to the St. Petersburg community through his work on the Board of Trustees of the Police Athletic League, a charity committed to providing the underprivileged youth of St. Petersburg with the opportunity to become involved with positive activities such as athletics, recreation and education. Brent earned a Bachelor of Science in Business Administration from Northwestern State University in Louisiana. He is a 2010 graduate of the Florida Bankers Association Graduate Trust School. Brent has more than seven years of experience in investment management and trust administration.
Tommy Kidwell
Board Member
Tommy Kidwell was raised in St. Petersburg, FL where he attended St. Petersburg High School and played for the state champion St. Pete PAL Baseball teams in 1992 and 1993. He graduated with a Bachelor's degree in American Studies from Yale University where he lettered for 4 years in baseball and was the Captain of the 1998 baseball team. Upon graduation, he was drafted by the St. Louis Cardinals where he went on to play, coach and manage for the next 8 seasons. Tommy is currently an Account Vice President with the Kilgroe, Frantzis, Quinty and Associates team at UBS in downtown St. Petersburg. Since 2006, his focus is on servicing high net worth families and assisting them with their wealth management needs. Tommy enjoys being involved in the community with St. Pete PAL and various charitable pursuits. A 2008 graduate of Leadership St. Pete, he enjoys travelling, sports and spending time with his wife, Melissa and his children, Kaitlyn and Easton.

Judge Patrice W. Moore
Board Member
Judge Patrice W. Moore is the current Unified Family Court Administrative Judge in the Sixth Judicial Circuit. She presides over Delinquency, Dependency, Domestic Violence Injunctions, Family Law Matters involving the families in Dependency Court, Girls Court and Truancy Court. She is the current co-chair of the School Referral subcommittee of the Juvenile Detention Alternatives Initiatives (JDAI) in Pinellas County. She was recently appointed by the Governor as a Board Member of the Juvenile Welfare Board (JWB) and appointed by the Supreme Court of Florida to serve on the Steering Committee on Families and Children in the Court. She was appointed by Governor Crist to the Florida Board of Psychology in 2009 and remained until resigning in December 2010 after being elected as a Circuit Judge. She also served as co-chair of the Board of Directors of Brookwood Florida. She served as an Assistant Public Defender in the Sixth Judicial Circuit for 14 years. During that time she was served as an attorney in the mental health division, crossover attorney and direct file attorney. She was elected August, 2010 as first African American female Circuit Court Judge. She received her undergraduate degree from Florida Memorial College and her Juris Doctorate Degree from Stetson University College of Law. Born and raised in St. Petersburg and married to Vincent with two daughters, Chase and Jordan.
