Mission Statement

Crime Prevention through Athletics, Recreation and Education. Programs address various challenges including gang involvement, conflict resolution, childhood obesity, goal setting, stranger-danger, and more.

Founded in 1960, the Police Athletic League of St. Petersburg’s primary purpose is to address the needs of youth considered disadvantaged and/or at-risk and their potential negative involvement with law enforcement. PAL’s goal is to provide youth with opportunities to become involved in alternative activities to crime, by making available a wide array of program choices designed to improve self-esteem, while learning valuable team-building skills in a structured, non-threatening environment.

Ellie Finehout
Chief Sales Officer
n her 17 year career with MBA, Ellie Finehout has climbed the company ranks from part-time Administrative Assistant for the CEO of Modern Business Associates (MBA) to the Chief Sales Officer. Over the past two years, Finehout has utilized her breadth of institutional knowledge to transform MBA’s sales and marketing strategy. Her primary responsibilities entail overseeing daily operations in Sales and Client Services/Transitions Departments and ensuring the accurate set up, processing and timely shipping of more than 50,000 client payroll checks or deposits per month. Finehout is an active member of the National Association of Professional Employer Organization’s (NAPEO) Public Relations Committee, and she is a 2009 graduate of Leadership St. Pete (Florida). In addition, she is a member of the American Payroll Association (APA) and earned the organization's Fundamental Payroll Certification.
W.G. Spoor
Chairman
W.G. Spoor joined the Spoor + Associates, P.A. team in 1997. He became a principal in 2007, and is responsible for the firm's domestic and international individual and entity tax practices. W.G. specializes in helping clients with tax compliance and consulting issues. He has worked closely with a variety of business entity types, and has assisted business owners with related tax matters. He also has extensive experience with business acquisitions, succession planning, retirement planning, and representation before the Internal Revenue Service and the Florida Department of Revenue. W.G. has earned a Masters in Accountancy from the University of South Florida, as well as a Bachelor of Science in Accounting from Florida State University. He is a Certified Public Accountant, Personal Financial Specialist, Chartered Global Management Accountant, Registered Investment Advisor, and QuickBooks ProAdvisor. W.G. is a member of the American Institute of Certified Public Accountants (AICPA) and the Florida Institute of Certified Public Accountants (FICPA). W.G. is currently serving on the FICPA Board of Governors He has also served on the FICPA Finance and Advisory Committee, the FICPA Accounting Careers Committee, AICPA Uniform Accountancy Act Committee, the FICPA Nominations Committee, the FICPA International Tax Committee and the FICPA Young CPA Committee. Active in his local community, W.G. serves as the Vice Chair of Police Athletic League of St. Petersburg, Trustee at First United Methodist Church St. Petersburg, and member of Suncoasters of St. Petersburg. W.G. is married with a son and a daughter, and currently resides in St. Petersburg. Outside of the office, he enjoys spending time with his family, coaching his son's baseball team, cycling, tennis, fishing and FSU Football.
John Ullrich
Vice Chairman
Commercial Insurance Advisor

John Ullrich was born and raised in St. Petersburg, FL. He attended high school at Northside Christian and received both a bachelor's and master's degree in accounting at Florida State University. Upon graduation, John became a licensed CPA and practiced public accounting for Gregory, Sharer and Stuart as well as McClanathan, Burg & Arndt. His areas of focus included audits of Nonprofits, manufacturing, construction, trust services and real estate development. John also prepared tax returns for high net worth individuals and practiced forensic accounting and litigation support in both the commercial litigation and family law arenas. John left the practice of public accounting to put his financial knowledge to work as a shareholder at Wallace Welch and Willingham where he specializes in property and liability insurance and risk management for nonprofit organizations. As a lifelong resident of St. Petersburg, John has a passion for his community and believes in giving back to the community that has given so much to him. He is currently Past President of the Northeast Exchange Club of St. Petersburg and Vice President of the Suncoasters. John serves on the board of the St. Petersburg Police Athletic League and the advisory council of Tampa BayWatch. He is an alumni of Leadership St. Pete (class of 2006) and the Leadership St. Pete Alumni Association

Audrey McGuckin
Board Member
Audrey currently CEO of Audrey McGuckin, Talent Solutions. She consults with executives to solve their toughest leaders challenges.She previously served as Chief Talent Officer at Jabil here in St Petersburg. Her work involves building leadership and talent capabilities that supports Jabil working with existing and new customers. She graduated from Calendonia University with a Business Degree and Masters in Human Resource Management. Audrey is native to Scotland and relocated to St Petersburg 15 years ago. She has also lived and work in Singapore and returned to St Petersburg in 2015 after 3 years. When Audrey is not working she enjoys spending time travelling and exploring with her husband and two daughters.

John Vigue
PAL Board Member
John Vigue is the Vice President of Sales & Marketing at Modern Mail & Print Solutions in Clearwater, FL. Modern has been servicing the Tampa Bay area with mail and print services for over 44 years and John currently manages all new business and the marketing for the company. John is a St. Petersburg native and former St. Pete PAL Baseball player. John played his collegiate Baseball at the University of South Florida, where is also earned a Bachelors in Marketing. John continued his baseball career with the Tampa Bay Devil Rays and then got into coaching both College and High School baseball. John is married to Alissa Vigue and they are the proud parents of 2 daughters. He enjoys coaching his daughters in all their sport endeavors and vacationing with the family. John’s passion for PAL originates from his time as a kid serving at the PAL Baseball teams bat-boy for his father who was the coach, along with his time paying for PAL. As a former PAL Athlete of the year recipient, John has always wanted to give back to PAL and has been able to as a member of the PAL Board.
Brent L. Prudhomme
Treasurer
Brent enjoys giving back to the St. Petersburg community through his work on the Board of Trustees of the Police Athletic League, a charity committed to providing the underprivileged youth of St. Petersburg with the opportunity to become involved with positive activities such as athletics, recreation and education. Brent earned a Bachelor of Science in Business Administration from Northwestern State University in Louisiana. He is a 2010 graduate of the Florida Bankers Association Graduate Trust School. Brent has more than seven years of experience in investment management and trust administration.
Tommy Kidwell
Board Member
Tommy Kidwell was raised in St. Petersburg, FL where he attended St. Petersburg High School and played for the state champion St. Pete PAL Baseball teams in 1992 and 1993. He graduated with a Bachelor's degree in American Studies from Yale University where he lettered for 4 years in baseball and was the Captain of the 1998 baseball team. Upon graduation, he was drafted by the St. Louis Cardinals where he went on to play, coach and manage for the next 8 seasons. Tommy is currently an Account Vice President with the Kilgroe, Frantzis, Quinty and Associates team at UBS in downtown St. Petersburg. Since 2006, his focus is on servicing high net worth families and assisting them with their wealth management needs. Tommy enjoys being involved in the community with St. Pete PAL and various charitable pursuits. A 2008 graduate of Leadership St. Pete, he enjoys travelling, sports and spending time with his wife, Melissa and his children, Kaitlyn and Easton.

Chris Hounchell
Board Member
Chris Hounchell (CDPE), a Broker Associate with REMAX Metro, has repeatedly been a multi-million dollar producer in the Florida real estate market since 2004. Chris was inducted into the REMAX Hall of Fame, Platinum Club and is a five-time recipient of the prestigious 100% CLUB Award given by REMAX International. His outstanding production continues to rank him among the top 100 individual real estate Agents in Pinellas County. Chris has extensive knowledge and experience in the general real estate, pre-foreclosure, short sale and foreclosure markets. In his career, Chris has ascended to principal positions in a number of successful companies, including Americlaim Solutions, Zeneks, Vaeve and REMAX Metro. He is also currently President of BELCON, LLC, a Florida Real Estate consulting firm, and Co-Founder of Cadyn & Charlie, a jewelry and apparel company. Chris is very active in Tampa Bay’s business and philanthropic communities. He is a committed member of the Bay Area Advisors (BAA), Albert Whitted Airport Preservation Society (AWAPS), University of Florida Alumni Association (UFAA), Pinellas Realtor Organization (PRO), Florida Association of Realtors (FAR), National Association of Realtors (NAR), SPHS Green Devil Dad’s and Police Athletic League St. Pete (PAL). Chris graduated in 2002 from the University of Florida with a B.S. in Public Relations.
